AWS KMS-backed KeyProvider.
- Creates new KMS CMKs per (kid, version); maintains stable alias:
alias// -> latest version
alias///v -> specific version
- Rotation = create new KMS key (same alg/usage), bump /vN alias, repoint "latest".
- get_key(include_secret=...) never returns private material (KMS non-exportable).
- get_public_jwk() parses GetPublicKey DER to RFC 7517 JWK.
- jwks() publishes latest per 'kid' (resolved via stable alias) with kid.version.
IAM needed (minimum):
kms:CreateKey, kms:CreateAlias, kms:UpdateAlias, kms:ListAliases,
kms:DescribeKey, kms:ListResourceTags, kms:GetPublicKey, kms:ScheduleKeyDeletion
